DISA&rsquo s CEO: Visioning Opportunities and Growth in Regional Eye Care Markets
 
DISA, under CEO Eddie Chng, leverages smart visual tests and AI to meet the rising demand for eye care in aging populations, driven by medical advancements.
 
With ageing populations&rsquo greater need for eye care and medical advances that scan retinas to detect diseases, digital solutions firm DISA is harnessing these opportunities with smart visual test devices and artificial intelligence (AI). Its CEO Eddie Chng shares more.
 
DISA&rsquo s Chief Executive Officer Eddie Chng has a new growth vision for his digital solutions company. Its subsidiary, Digital Life Line, has recently completed the first trial deployment of its Automated Visual Acuity Test (&ldquo AVAT&rdquo ) device in a major public hospital in Singapore, with ongoing trials with other public and private eye clinics across Singapore to further expand its market presence. 
 
Globally, DISA&rsquo s AVAT device is one of the first devices that can automate ophthalmology screening, which is essential for eye care related diseases.
 
Visual acuity tests &ndash where patients read letters on a chart at a distance &ndash are common and essential in eye clinics, but usually require trained staff and at least six metres between the person and chart. With the AVAT device, which fits on a desk half the size of an office table, patients can just look into it to see characters and press a keypad accordingly to gauge their eyesight, improving accessibility and convenience as well as enhanced diagnostic accuracy.
 
Chng says: &ldquo With the ageing population in Singapore and other regional countries, vision tests will be a big part of healthcare. With our devices, visual testing can be self-conducted or done with only a little help from trained operators. These innovations have great promise for both healthcare and our business.&rdquo
 
&ldquo By deploying our AVAT devices, hospitals and eye specialist centres can scale up testing with minimal costs, space and manpower. In addition, we can improve accessibility in communities where people can get eye screenings more regularly and conveniently in their neighbourhood optical shops.&rdquo  
 
Harnessing Artificial intelligence for early detection of age-related diseases 
The role of Artificial Intelligence (AI) and deep learning models is attracting significant global interest in the field of ophthalmology in recent years as it offers potential for recognising signs of medical conditions in retinal images, which have been linked to non-eye-related diseases like kidney and heart conditions.
 
Since such conditions may not exhibit symptoms in the early stages, AI-empowered retinal imaging solutions can play a role in the early detection and management of multiple health conditions, further cementing its value in community screening efforts.
 
Based on a proprietary hardware-agnostic, deep learning algorithm on various eye pathologies, Digital Life Line&rsquo s AI-based retinal imaging solution, AI-VI, also has the ability to integrate additional AI-tools to detect other age-related medical conditions.
 
Chng adds, &ldquo Given the non-invasive and affordable nature of retinal imaging, we believe that it will become an important health screen tool in the near future and we aim to harness such opportunities with the expanding capabilities of AI-based retinal imaging solution.&rdquo
 
An eye on overseas expansions 
With a clear commercialisation strategy based on a &ldquo Hardware-as-a-Service&rdquo and &ldquo Software-as-a-Service&rdquo business model, DISA has also fielded growing interest in the AVAT device from overseas eye clinics, underlining the potential for widespread adoption in the Asia-Pacific. 
 
Vietnam has been identified as a key target market because of the country&rsquo s ageing population of nearly 100 million people and rising demand for eye care that has been underserved by limited resources. 
 
To accelerate its growth plans in this area, DISA has signed a memorandum of understanding with local eye care specialist Alina Vision to install the AVAT device, and plans to expand the range for testing solutions by adding retina scans and analysis powered by AI. Chng says: &ldquo The image of your retina can reveal a lot about one&rsquo s health, hence   ophthalmologists can do more than just ophthalmology with our AVAT and AI-based retinal imaging solution. This benefits their practice, because they can offer more services and have new streams of income without the need for significant resources or investments.&rdquo
 
The firm is in talks with Vietnam&rsquo s top hospitals, and will look into entering other regional markets in accordance to their growth plans. He adds that most hospitals do not have ophthalmologists on site. &ldquo However, with the advent of AI and retina imaging, not to mention ageing populations, there is a very high possibility that many of them will want to acquire such capabilities, to create or expand their own range of ophthalmology services.&rdquo
 
&ldquo For hospitals and specialist eye clinics, it&rsquo s also about optimising economic value. They can set aside the space that&rsquo s needed for the conventional vision tests, or they can have a smaller table and our equipment on top of it for people to do their tests. I think that for many hospitals, they will want to create as much value as they can out of their limited healthcare space.&rdquo
 
Lessons from a life of entrepreneurship
For Chng, the timely foray into eye care is the latest considered move in a career that has had many of them. A serial entrepreneur who worked in Hong Kong and China, his journey with DISA began when he invested in, and was appointed to run a SGX-listed company that eventually renamed DISA, short for digital safety, and pivoted to the growing digital security industry.
 
DISA&rsquo s products include a digital solution that prevents theft by making electronic devices non-functional until activated by a code provided at point of purchase. It counts an American retail giant as a client, among others.
 
Chng says that the willingness to try new things is crucial to making a mark in any sector. He explains: &ldquo People tend to be more curious and daring when they&rsquo re young, and become less so as they get older. But you can&rsquo t make it big if you don&rsquo t take risks, so maintaining the status quo shouldn&rsquo t be an option. I&rsquo ve made mistakes, but you pick yourself up and keep going.&rdquo
 
He also highlights the importance of choosing and retaining the right talent. &ldquo Just look at me. I&rsquo m not a doctor by training, but I can hire people with the expertise I need. As management, you rely on your people. That&rsquo s why you must ensure you have the right ones. I&rsquo ve learned that over the years in my many businesses.&rdquo
 
Looking ahead, he points to the need for financial prudence. While firms have had access to cheaper funding in the past 10 to 15 years because of low interest rates, that is no longer the case, he says. 
 
&ldquo Make sure you leave yourself enough of a financial runway so that you have options. If you&rsquo re careful in managing your capital, overheads and spending, you have more choices, including to capitalise on opportunities. Apart from that, be laser-focused on the industry and markets that you want to make progress in, and you will give yourself the best chance of success.&rdquo

DISA Limited (the &ldquo Company&rdquo ) is pleased to share that its subsidiary company, DLL, has announced today on the signing of a MOU with Alina Eye Hospital Social  Enterprise Company Limited - Alina Eye Clinic Quang Ninh (&ldquo Alina Vision&rdquo ) that involves the trial deployments of AVAT at Alina Vision hospitals in Vietnam.
 
Incorporated in 2021, DLL is a Singapore-based ISO13485-certified medical technology company that provides digital, AI-powered diagnostic ophthalmology solutions to enable community-based vision screening for early detection and treatment of vision impairment as well as non-invasive diagnostic solutions.
 
Founded by an international development organisation, The Fred Hollows Foundation, in 2018, Alina Vision, which currently operates two eye hospitals in the underserved Vietnamese ophthalmology market, provides affordable and high-quality eye care services for people across all income levels to combat avoidable blindness and treat eye diseases. Over the past five years, The Fred Hollows Foundation and Rohto Pharmaceutical, a leading eyecare company in Japan, have provided financial support, eye surgery training and clinical assistance to Alina Vision to grow the organisation from inception to more than 80 employees across the two eye hospitals.
 
In 2013 alone, Alina Vision has completed more than 2,800 cataract surgeries and it has a vision to become a dominant and market leading service provider in the Vietnamese ophthalmology market with a chain of eye hospitals across Vietnam, which can cater to the rising demand for the cataract surgeries that has been undeserved by limited medical resources domestically. 
 
Notably, the investment of industry specialist growth capital investor, TVM Capital Healthcare, an emerging markets-focused healthcare private equity firm headquartered in Singapore and Dubai, with offices in Riyadh, Boston, Munich, and Ho Chi Minh City, will provide Alina Vision with access to operational,  clinical, training, and management resources, in addition to the equity investment.
 
Developed by the Department of Ophthalmology at the National University Hospital (&ldquo NUH&rdquo ) and Centre for Innovation and Precision Eye Health at the Yong Loo Lin School of Medicine, National University of Singapore (&ldquo NUS Medicine&rdquo ), AVAT addresses the increasing demand to decentralise the existing care model of conducting eye screening and monitoring of eye diseases. By incorporating automation and digitalisation, AVAT has allowed for more efficient vision testing workflow with minimal costs and manpower resources.
 
Leveraging on the proprietary optics and intelligent software programming, AVAT recapitulates the standard 6-meter visual acuity test within a tabletop footprint and allows for patients to perform the assessment without the need for trained staff.
 
The system provides Snellen&rsquo s Tumbling E test formats in multiple languages. It also has a pinhole test feature to assess if the &ldquo poor vision&rdquo is the result of refractive error and if so, it will guide the patients on the subsequent steps to be taken. Results can be easily integrated into electronic medical records, thereby cutting down on human error during data input.
 
By reducing the need for trained operators, AVAT not only addresses the manpower shortages in the healthcare systems, but also ensures a consistent level of test quality and eliminates human error. Patients have indicated a perference for the AVAT testing format, as it has the potential to significantly reduce wait times and remove the major bottleneck in the clinic workflow.

Fraud and abuse in retail returns continue to rise at a concerning pace in the USA, according to the annual 2023 Consumer Returns in the Retail Industry Report from the National Retail Federation (NRF) and Appriss Retail. This was evidenced in one of the world&rsquo s largest retailers that DiSa DS has been working with since 2014.
 
DiSa DS made its maiden foray into the USA retail market in 2014 with the pilot test of its Digital Safety Solutions at some of the stores of one of the largest retailers in the world. The increase in retail theft and fraud has resulted in an increase in 3S-protected product categories over the past 12 months. The price points on new product categories range from as low as US$20 to as high as US$200 per item, where the low price point items are smaller and easier to steal and thus  see a higher attempted theft and fraud rate, while the higher price point items are larger and harder to steal, but the high cost makes a larger impact to the retailer when stolen. 
 
Supplier Serialized Service Activation (&ldquo 3SA&rdquo )
 
DiSa DS is also partnering with the brand owners in a new technological innovation to combat theft and fraud. When a consumer attempts to use a 3SA-protected item, it connects with the brand owner&rsquo s server to verify the sales status of the item, which will validate the purchase via DiSa DS&rsquo s sales data in real-time. If the item is verified as purchased, the item is activated remotely without the legitimate customer knowing what was happening behind the scenes. If the item is verified as unsold, the brand owner can remotely deactivate the item for usage until the consumer produces a valid sales receipt as proof of purchase.
 
This solution is currently being evaluated for deployment in the retailing of smart devices such as smart cars, smart home, and video game systems, among others.
 
&ldquo With the decrease in retail sales revenue resulting from increased retail theft, the interest for DiSa Digital Safety Solutions continues to increase progressively. When sales are down, retailers are realizing that an easier way to improve business performance is to decrease theft and returns fraud, Mr. Jacob Gulbransen, the Vice President of USA Sales and Operations of the Group stated, &ldquo In response to the needs of the retailers, DiSa has pioneered a new customer-friendly version of PoSA smart lock, known as 3SA, to help the retailers to combat return fraud.&rdquo

After a successful  test with the retailer, DiSa DS is working closely with every major US baby formula manufacturer to  roll out and integrate FreshCounts within its system.
 
As the baby formula industry continues to face inventory challenges stemming from previous products  recalls and increased FDA regulations, FreshCounts provides a more efficient and effective way for  brand owners to enhance food safety for infants while improving inventory management and reducing  product effects of recalls. high that they will soon be able to serialize despite the continued inventory challenges slowing  changes.

DiSa has been granted a patent by the United States Patent and Trademark Office for its Smart Case  on 12 March 2024.
 
More recently, DiSa DS has debuted its DiSa Smart Case to help combat retail theft as retailers are  facing increased retail theft. Designed for simplicity that facilitates the ease of use for both consumers  and retailers, DiSa&rsquo s Smart Case allows remote and programmable locking and unlocking on a 24/7  basis to keep merchandise protected and available with the push of a button.

DISA: Increase in equity interest of Singapore-based health-tech company, Digital Life Line
 
The Board of Directors (the &ldquo Board&rdquo or &ldquo Directors&rdquo ) of DISA Limited (the &ldquo Company&rdquo , and together with its subsidiaries, the &ldquo Group&rdquo ) wishes to announce that the Company has on 2 April 2024, through its wholly owned subsidiary, Disa Digital Safety Pte. Ltd. (&ldquo DiSa&rdquo ), increased its investment in the share capital of Digital Life Line Pte. Ltd. (&ldquo DLL&rdquo ) by subscribing for an additional 70,981,628 new ordinary shares in DLL (&ldquo DLL Shares&rdquo ) in cash at S$0.004926 per DLL Share for a total subscription amount of S$349,656 through a rights issue exercise carried out by DLL (the &ldquo Proposed Additional Investment&rdquo ).
 
Following the Proposed Additional Investment, DiSa&rsquo s investment in DLL increased by 18.47% from 36.94% to 55.41% (&ldquo Shareholding Increase&rdquo ) and as a result, DLL has become a subsidiary of the Group. The Proposed Additional Investment was funded by the internal resources of the Group.
 
Incorporated in 2021, DLL is a Singapore-based ISO13485-certified medical technology company that provides digital, AI-powered diagnostic ophthalmology solutions to enable community-based vision screening for early detection and treatment of vision impairment.
 
On the date of this announcement, DLL has completed the renounceable rights issue exercise and successfully raised S$600,000 for additional working capital purposes. Each existing shareholder of DLL is entitled to two (2) rights for each existing DLL Share held at an issue price of S$0.004926 per DLL Share. The issue price was determined at a discount of around 10% to DLL&rsquo s NTA per share as of 31 January 2024. The Group has participated in the rights issue exercise which resulted in the Proposed Additional Investment.
 
The Board is of the view that the Proposed Additional Investment is in the best interests of the Company as the issue price is reasonably attractive and allows the Group to increase its control over DLL now to facilitate its participation in DLL&rsquo s ongoing and future projects with potential upside in the future upon successful commercialisation of DLL&rsquo s products. This strategic expansion via DLL into healthcare segment would also help in broadening the revenue streams of the Group. This is in line with the Group&rsquo s aims to deliver sustainable returns for the shareholders as the Group sees business potential in DLL.

DISA Limited is pleased to announce that DiSa has partnered with AATAC to provide a solution to AATAC&rsquo s retail network that will help combat in-store retail theft by using DiSa Smart Case.
 
AATAC combines the collective power of thousands of retailers across the country to increase buying power which allows them to offer the best deals and superior service throughout their national network. The partnership with DiSa gives their members access to DiSa Smart Case which was previously only available to mass merchants.
 
The DiSa Smart Case is the &ldquo no frills, &ldquo retail ready&rdquo , remote locking and unlocking merchandise protection case. It prevents theft by allowing associates to remotely lock or unlock a case using a key fob or a mobile application and thereby protecting the employees from potential robbery incidents while improving employee efficiency. By using the mobile application, associates can schedule specific lock and unlock times in the day and maintain a log of activity.
 
To prevent sweeping, the case features a &ldquo two-hand operation&rdquo requiring one hand to open the door and another to remove product. It also features shelf blockers to force customers and thieves to remove merchandise one at a time.
 
In an announcement released to its members last week, Mr. Tony Patel, the Associate Director of AATAC, stated, &ldquo As positive reception to the DiSa Smart Case continues to grow within our network, we expect to soon be able to incorporate this device into hundreds of stores that belong to our Distribution Resolution and Integration Program (&ldquo DRIP&rdquo ). This evolution would allow our delivery representatives to comfortably activate our DRIP sites with higher valued items for resale.&rdquo
