Wong Choon Huat is one of thousands of Malaysians who found themselves displaced from their jobs in Singapore due to the economic disruption caused by the pandemic.
The 32-year-old was previously working as a warehouse supervisor in Singapore when he was retrenched last year. He returned to Malaysia and lived off his savings while waiting for the borders to reopen, and remains hopeful of another opportunity to work in Singapore.
" The borders have stayed closed for too long. I keep hearing talk that it will reopen for Malaysians who need to work in Singapore, but nothing has happened so far. I hope the DCA can be implemented soon and I can find a new job and commute daily," he said.
Last week in Parliament, Malaysia' s Foreign Minister Saifuddin Abdullah noted that the DCA is still at the " proposal stage" , with many areas still to be refined.
He added that for any proposal on the reopening of borders, the main issue to be taken into consideration was the " health and safety of the people" , in addition to the current state of the pandemic in both countries.
" Many things would need to be refined before implementation. As the Covid-19 situation has not eased in both countries, Malaysia and Singapore will continue to implement strict health regulations for cross-border movement," he said.
Currently, Malaysians who are permanent residents (PR) working in Singapore and those holding long-term immigration passes for both countries are able to travel under the Periodic Commuting Arrangement (PCA) scheme.
The PCA is a Safe Travel Lane that supports companies in Singapore and Malaysia by facilitating the movement of workers between both sides. Companies that need to bring their employees into Malaysia or Singapore can sponsor an application.
Separately, Mr Hasni said that the Johor government is trying to obtain data of Johor residents who have received their Covid-19 vaccinations in Singapore, and to have this information updated on Malaysia' s contact tracing mobile app MySejahtera.
As at Sept 22, 73.3 per cent of the adult population in Johor had been fully vaccinated. Mr Hasni said the state' s 80 per cent target should be reached sometime in October.
Nationwide, Malaysia' s overall vaccination rate is on track to hit 90 per cent in the middle of October, and the federal government is expected to lift restrictions on interstate travel.
In Singapore, 82 per cent of the population has completed the full regimen of two doses of the vaccine, while 85 per cent has received at least one dose.

THE Johor state government intends to submit a proposal to Putrajaya on its plans to set up a border reopening scheme that would allow Malaysians in Singapore to commute back and forth daily across the two land checkpoints.
This Daily Commuting Arrangement (DCA), as it is called, will cater to as many as 30,000 people each day, mostly those who need to commute between Singapore and Johor for work, as well as students.
S Dayalan, the chairman of the Malaysian Workers Association in Singapore' s Johor chapter, said that based on latest statistics, there are about 215,000 Malaysians currently working in Singapore.
Johor chief minister Hasni Mohammad, speaking after a meeting chaired by Malaysian Prime Minister Ismail Sabri in Johor Bahru last Saturday, said the main issue is getting the Singapore government to discuss the standard operating procedures for the DCA, and eventually reaching a consensus on reopening the borders.
While many Malaysians are naturally hoping for a quick decision on the DCA, there are those who fear the chances remain slim for now, especially as Singapore continues to see a sharp increase in the number of daily Covid-19 infections.

SINGAPORE - Regional auto dealer Jardine Cycle & Carriage (Jardine C& C) is looking to privatise its Malaysian arm Cycle & Carriage Bintang Berhad (CCB) for RM90.6 million (S$29.8 million), or RM2.20 per share, the firm said in a bourse filing on Monday (Nov 11).
Jardine C& C holds about 59.1 per cent of Bursa Malaysia-listed CCB, whose shares were down 3 per cent or four sen to RM1.29 on Friday.
CCB suspended trading of its shares on Monday, with Jardine C& C having submitted a formal proposal for the deal to CCB' s board of directors.
It will be funded by CCB through an advance from Jardine C& C, which will utilise internal resources and external borrowings. The deal is not expected to have a material impact on Jardine C& C' s net tangible assets or earnings per share.
" It presents an opportunity for the minority shareholders to exit and realise their holdings in CCB in cash, and provide CCB with greater flexibility in managing and developing its existing business without the regulatory costs and restrictions associated with being listed on Bursa Securities," said Jardine C& C.
Mercedes-Benz retailer CCB, which has 13 outlets in Malaysia, will delist and become a wholly-owned subsidiary of Jardine C& C after the deal

Indonesia' s special economic zones (SEZs) are on track to attract 92.3 trillion rupiah (S$8.7 billion) in local and foreign investment by the end of 2021, of which nearly 32.8 trillion rupiah has already been realised as of July.

INDONESIA' S special economic zones (SEZs) are on track to attract 92.3 trillion rupiah (S$8.7 billion) in local and foreign investment by the end of 2021, of which nearly 32.8 trillion rupiah has already been realised as of July.
Revealing this at a webinar on Monday, Coordinating Economic Affairs Minister Airlangga Hartarto said that, until July, a total of 166 investors have invested in the SEZs and created over 26,700 jobs.
The companies operating in the SEZs exported 3.66 trillion rupiah worth of goods between January and July 2021, he remarked.
There are currently 19 such zones across several provinces in Indonesia, of which 15 are in operation with another four under construction.
The Indonesian government under President Joko Widodo has pledged to make the SEZs a top priority in order to attract foreign investment, boost industrial activity and create jobs.

These facilities include exemption from income tax, value-added tax, purchase tax on luxury goods, import duty, import tax and excise.
Speaking at the same event, Finance Minister Sri Mulyani Indrawati said that the government will provide fiscal incentives and other perks in the SEZs.
Companies can enjoy tax holidays depending on the size of their investments. They can get 10 years of tax exemption for an investment worth 100 billion rupiah, a 15-year tax holiday for a 500-billion rupiah investment, and a 20-year tax holiday for a one-trillion rupiah investment.
Dr Sri Mulyani added that the government is developing an application system that will improve efficiency for investors, as they will only need to use one system for various services in the SEZs. " It provides convenience because it only requires one single document," she said.
The application system is developed by the Indonesian National Single Window Institution, along with the Ministry of Finance' s Directorate General of Taxes and Directorate General of Customs and Excise.
" I hope that the development of information and technology in the SEZs can realise the competitiveness of Industry 4.0 development in Indonesia" she said.
Also at the webinar, Investment Minister Bahlil Lahadalia stressed that consumption and investment have helped to boost Indonesia' s Covid-19-hit economy.
" Investment is the most important instrument to boost national economic growth," he said, adding that the government has set a target to attract 968.4 trillion rupiah in investments for the whole of 2022.
In his remarks, he reiterated the 2021 target to attract total direct investment of 900 trillion rupiah from domestic and overseas sources.
He noted that Indonesia has already obtained close to half that amount - 442.8 trillion rupiah - in the first six months of the year.
For the second quarter of 2021, Singapore was the top foreign investor with US$2.1 billion, followed by Hong Kong, the Netherlands, Japan and China.
In 2020, Singapore maintained its position as the largest investor in Indonesia with investments totalling US$9.8 billion, according to the Investment Coordinating Board.
Singapore has stayed top of the list since 2014, with its investments spread across various sectors including manufacturing, energy and logistics.
