SIIC Environment provides update on four projects across mainland China
SIIC Environment Holdings, dual-listed in Singapore and Hong Kong, has provided an update on four projects in Heilongjiang, Shandong and Guangxi Zhuang Autonomous Region, with a total capacity of 160,000 tonnes.
 
According to a July 22 announcement, SIIC Environment has added 85,000-tonne wastewater treatment plant (WWTP) projects, while a 45,000-tonne WWTP project has secured upgrading and a 30,000-tonne WWTP project has commenced commercial operation.
 
Secured 85,000-tonne WWTP projects
 
SIIC Environment&rsquo s 75.5% indirectly-owned subsidiary, SIIC Environment Holdings (Weifang), has signed an agreement with Weifang Ruida Municipal Engineering regarding the Weifang City Weicheng District WWTP operations and maintenance (O& M) project. 
 
The O& M period is eight years. The project has a designed capacity of 50,000 tonnes per day with a discharge standard as Quasi Grade IV. 
 
Meanwhile, the company&rsquo s 90% indirectly-owned subsidiary, SIIC Environment Holdings (Beihai), has secured Beihai Daguansha WWTP O& M Project 2nd Phase.
 
The project has a designed capacity of 35,000 tonnes per day with a discharge standard as Class I Standard A. The O& M period is six months, which could be extended if deemed appropriate depending on the status of cooperation between the two parties. 
 
45,000-tonne WWTP project 
 
In addition, the group' s 45,000-tonne WWTP project has secured upgrading. The Harbin City Pingfang WWTP Improvement Project has a total designed capacity of 150,000 tonnes per day &mdash 75,000 tonnes of which has a discharge standard as Class I Standard A and the other 75,000 tonnes as Class I Standard A. 
 
To control overflow risk during flood seasons, the project was approved to upgrade by 45,000 tonnes with its discharge standard upgraded from Class I Standard B to Class I Standard A. 
 
30,000-tonne WWTP project 
 
Finally, the 30,000-tonne WWTP project has commenced commercial operation. The Hegang City WWTP Project (West Plant Expansion 2nd Phase) commenced commercial operation with retrospective effect to June 30, 2023. 
 
The project has a designed capacity of 30,000 tonnes per day with a discharge standard as Class I Standard A. 
 
According to SIIC Environment, these projects are &ldquo expected to contribute positively&rdquo to the group&rsquo s future performance. 
 
In February, SIIC Environment announced that its revenue and net profit attributable to shareholders in FY2023 ended Dec 31, 2023 fell by 8.8% and 22.6% y-o-y, respectively, to RMB7.573 billion and RMB604 million, respectively. 
It does look like with these results Everbright is the better company. Larger, much stronger growth and yet cheaper.

Multiple advancements across SIIC Environments&rsquo projects in China
 
Advancement in SIIC Environment Holdings&rsquo eight projects in China totalling 197,500 tonnes in capacity are well underway.
 
Among these, three projects with a total capacity of 70,000 tons have successfully secured both upgrading and tariff increases, another three with a combined capacity of 92,500 tons have secured tariff increases, another one project has expanded by 15,000 tons, and the concession period for a 20,000-ton project has also been extended.
 
Meanwhile, SIIC Environment&rsquo s indirect wholly-owned subsidiary in Beiliu, Guanxi, SIIC Environment Waste Water Treatment, has received approval from the local government for a tariff increase, effective January this year, for Beiliu City urban WWTP project 1st phase and Beiliu City urban WWTP upgrade and expansion project. 
 
Both projects have a designed capacity of 40,000 tons per day, meeting class I standard A discharge standards.
 
Furthermore, SIIC Environment&rsquo s 75.7% indirectly-owned subsidiary in Yicheng, Shandong, has signed an upgrading and tariff increasing agreement for its Zaozhuang City Yicheng District WWTP center project (Yicheng project) with the government of Yicheng District. 
 
The Yicheng project has a total designed capacity of 40,000 tons per day, and the discharge standards for its phases will be upgraded from class I standard A to quasi grade IV.
 
SIIC Environment&rsquo s other 98.76% indirectly-owned subsidiary, S.I. United Sewage Treatment, has signed a similar agreement for the Zaozhuang City Yicheng District WWTP expansion project 1st phase. The discharge standard for the Yicheng Expansion Project will be upgraded from class I standard A to quasi grade IV, with an associated tariff increase upon completion.
 
Meanwhile, the company&rsquo s 60% indirectly-owned subsidiary, Ranhill Xianggang Water, has signed an expansion agreement of its Xiangtang Development Zone WWTP Project with the Urban Management and Law Enforcement Bureau of Nanchang. The expansion project has a designed capacity of 15,000 tons per day with a discharge standard as class I standard A. 
 
Additionally, Anxi Nanfang Water, an indirectly wholly-owned subsidiary, has received government approval for a tariff increase for the Anxi County Longmen Town WWTP BOT Project 1st Phase. The tariff increase, effective as at November 1, 2023, applies to a project with a designed capacity of 12,500 tons per day and class I standard B discharge standards.
 
Concession period of 20,000-tonne project extended 
 
Finally, SIIC Environment&rsquo s indirectly wholly-owned subsidiary, Kaifa Xinquan Water, has signed a supplementary agreement of the Taizhou Binjiang Industrial Park WWTP Project 1 st Phase with the Medical High-tech Zone Binjiang Industrial Park Management Office of Taizhou. 
 
The extension is for 10 years through Transfer-Operate-Transfer (TOT) upon expiry, for a project with a designed capacity of 20,000 tons per day and class I standard A discharge standards.
 
These developments are anticipated to have a positive impact on the company&rsquo ' s future performance.

and the Beiliu Expansion Project has a designed capacity of 40,000 tonnes per day, with both discharge standards as Class I
Standard A.

It has also signed a tariff increase agreement for its Qingpu Second WWTP Project in Shanghai. Secures a 50,000-tonne WWTP Project. The Company&rsquo s indirect 57.9687% owned subsidiary, Longjiang Environmental Protection Group Co., Ltd., has won the bid for Jixi City Jiguan District WWTP Project 3rd Phase (&ldquo Jiguan 3rd Project&rdquo ) and signed an agreement with Jiguan Housing and Urban-Rural Development Bureau. Jiguan 3rd Project has a designed capacity of 50,000 tonnes per day and the discharge standard is Class I Standard A. The concession period shall last for 30 years.
We believe both SIIC and China Everbright water are benefitting from the China government&rsquo s re-focus on environmental protection, making it a top priority in the next 10 years. Consistent financial performance and also contract wins should support their share prices. Also both companies are not trading at expensive valuations, with SIIC and Everbright water trading at average PE ratio of 3x, price to book of 0.3x and dividend yields averaging between 8-9%. We believe investors should start to keep both companies on their radar for monitoring, especially if both companies continue to dish out such attractive dividends.

SIIC Environment secures Heilongjiang wastewater treatment plant contract
 
SIIC Environment Holdings&rsquo BHK -1.05% indirect 57.9%-owned subsidiary, Longjiang Environmental Protection Group, has secured the contract for its bid on the third phase of the Jiguan District Wastewater Treatment Plant (WWTP) Project in Heilongjiang, China.
 
On Jan 15, the company announced that Longjiang Environmental had signed an agreement with the Jiguan Housing and Urban-Rural Development Bureau for the contract. The Jiguan Project has a designed capacity of 50,000 tonnes per day, with a concession period of 30 years.
 
Separately, the company has also signed a supplementary water tariff increase agreement with the Shanghai Qingpu Water Authority for the Qingpu Second WWTP Project in Shanghai, China.
 
The Qingpu Project has a total designed capacity of 240,000 tonnes per day, of which 180,000 tonnes are in operation and the remaining 60,000 tonnes are to be constructed. The agreement has retrospective effect from May 1, 2021.
 
Both projects are expected to contribute positively to the company&rsquo s future performance.
