SGX is half dead because our govt took steps to block hot money from flowing through the SGX. The flow of hot money created the super bull run in Singapore in the ' 90s and the luck ones made their money and move on to properties and become millionaires. Those unluck ones became rejected " Ba Kua" ie badly burnt. 
Our govt is trying to protect the majority small time share investors from becoming rejected " Ba Kua" but their action of cutting off the " BIG FISH" from swimming through the SGX and it took the sting off the Singapore Market. Now we only have a few " CAT FISH" swimming around,no WHALES or SHARKS but there are still instances of small time share investors killed by the " CAT FISH" HA! HA11
US has a quick fix for everything esp anything about finance.  When in trouble, print some more money. This solves all problems.  Lol.

If I do an autopsy to know why SGX is dead, I will find that it is its  greediness to make money from volume trading instead of quality trading.  Another reason is that it allows too much churning by BBs and frequent fixtures of share prices and this technically or legally could be called manipulation which some authorities consider best to close one eye and put a screen to block  the other.

yes all the points are true. without any of them the market will be dead
My view is:
- Long term investors will buy into companies that is paying good dividends and for capital appreciation
- Ambitious investors will buy into companies with good business concepts with possible growth opportunities
- Cash lacking investors will buy into companies that are in play to multiple their capital in hand
and 
- Bored retirees will buy into any companies that can get that can get them a free meal and coffee
There is no right or wrong when playing the stock market
- You can buy shares based on rumours, reviews & reports, charts, gut feeling and market momentums But everyone is looking for the same result ie to make money.

Word on the ground in China is that the land that Oceanus farms are sitting on are goldmines and vital to government' s future development plans. If they likely acquire the land, it will be at a premium to the book value. That' s where the ang pow will be. From previous estimates, the land value was estimated to be at 2.7cent per share. A 10% premium will load it to 3 cent. Think there' s significant upside. Watch for insiders to accumulate in the coming months.

My friend attended the last AGM/EGM and according to conversations with the key management, they have big plans for Oceanus. It will be one of the turnaround stories for the year. Once the debt concern has been removed, they will inject fresh businesses and turn the company profitable. I believe this current management headed by the CEO is good and will work hard to repay the shareholders.
