Probably just a lot of overhang from before. The share price has collapsed over the years so not surprised that given any short pop, existing shareholders rush in to cut loss?

Vested at 19.x. Been monitoring for past 2 months. Can some1 enlighten me why it keeps hovering between 19x to 20.5 even though coy consistently buying back shares?
Company has been doing share buyback recently and PB is near historical low of 0.28x. If the privatisation of Citic Envirotech a while back was a reference point, the parent offered 1.0x PB which I think is the average that a SOE offers.
The only negative with these water treatment companies is their weak balance sheet, typically high debt (and cost of debt in China is typically higher than what SG companies can have access to). The other issue is their receivables, the long ageing of it impacts their free cash flow generation. Guess that is the nature of the business.
Increasingly, the sector is trying to move towards a more asset light business model which Beijing Water Enterprise is taking a lead.
