how come still need raise $

Tomorrow the share price will go back to $3,40/$3,50 level.
If placement at 2.94, no wonder the share price drop so much in the last few sessions.

Agree, sometimes a good way to form partnership with a strong company.

Shares placement may not be funds raising exercise. It also can be a way to have good established shareholder to be in the company. This could also potentially providing the company more avenues of income and involvment in projects. The sky is the limit.
Hence on hindsight, with such rumors, it make sense why government link funds are interested in this company as it close up the loop where projects are in the end flow back to the government.
