The Hong Kong native kept tabs on regional competitors and her first port of call. As an observer then, she found a rising Singapore bank with a long-time presence in Asean. It was a brand that surprised her in pushing into wealth management - snapping up the Asian wealth units of ING and Barclays - and conveying trust into its wealth pursuit by putting " Singapore" in its private-banking arm' s name.
Since helming OCBC from April, Ms Wong has shaped her leadership role in connecting the China-Asean flows, and in capitalising on the bank' s network strength.
That includes a target to double its wealth bankers over two years - as the bank already did between 2018 and 2020 - in Singapore and Hong Kong, building out its onshore presence, and in finding the right Chinese banking partner to capture more wealth flows via the upcoming Wealth Management Connect.
Speaking to The Business Times, Ms Wong points to the " very reasonable" presence in Greater China that OCBC has built up, with the bank - under the charge of former CEO Samuel Tsien - buying up Hong Kong' s Wing Hang Bank in 2014. OCBC also has a stake in Bank of Ningbo. Greater China is already the second-largest market for OCBC after Singapore.
" North Asia has been talking about going south for many, many years... but I think that in the last two, three years, the trend has become so obvious," said Ms Wong.
While Wing Hang' s branch presence is predominantly in Hong Kong, it is also present in 13 cities in China, including in Guangdong province.
Specifically, its value remains in connecting the Singapore bank more closely to the Greater Bay area - a business cluster comprising Hong Kong, Macau, and several cities in the Guangdong province. This is of key interest in recent times because China' s Wealth Management Connect - when launched - will allow residents of nine Guangdong cities to buy funds and other investment products from Hong Kong banks.
This scheme requires a Hong Kong-based bank to find a Chinese bank to partner up with, and OCBC has likely found the right fit already, though Ms Wong would not divulge its name just yet.
The anticipation over China' s market liberalisation comes though, against the broad sweep of regulatory clampdown on big domestic tech names with clear consumer, finance, and data ownership interactions, including Alibaba, Meituan, and Didi Global. The regulatory focus on social ills has also hurt Chinese titans such as Tencent, with China more recently coming in to curb the hours that minors spend on online gaming.
Asked about how investors should read China' s liberalisation path, Ms Wong said she would urge patience and a deeper understanding of the country. The recent clampdown reflects that some sectors may have expanded too fast. " We cannot be too surprised," she said.
" China always opens up in stages. So never can one be too ambitious or too impatient, as you deal with China business," she added, but also pointed out that even as different sectors liberalise at a different pace, the overall pie remains big enough to take on.
OCBC' s now-20-per-cent investment in Bank of Ningbo, which has generated " quite a decent return" , came about as China cracked open the door in earlier years for foreign banks to purchase a stake in Chinese lenders. In 2019, the regulators swung the door wide to allow full foreign takeovers.
The current engagement approach cannot neither be of overt control nor of passive investment. It is one of cooperation, and constant dialogue with management, according to Ms Wong. " That' s where the relationship is precious."
China is also not a uniform market. Understanding that each region, and each city has different rules and opportunities also allows banks like OCBC to target the appropriate companies that want to pipe more of their flows to Asean in the next few years, she noted.
" Once they know that you are capable of serving them in this part of the world, they will talk to you, because they do need help when they come to this part of the world," said Ms Wong.
Such help can mean connecting big tech players to large emerging markets, to tap on the burgeoning middle-class wealth in places such as Indonesia, with consumers attracted to e-commerce platforms and payment services offered by fintechs.
To extract more value out of the OCBC network, it comes down to one word: collaboration. " We already are collaborating, but we can certainly do a lot more," said Ms Wong.
This means having teams collectively build up a greater wallet share of each Chinese customer as the business expands and broadens its banking requirements in Asean. OCBC will look to raise its China coverage, not just in investing in the onshore coverage team, but also in building up China desks in Asean markets.
It will add a desk in Indonesia, as it already has in Singapore, Myanmar, Thailand, and Malaysia, to ensure that the bank follows through with the business of any Chinese customer expanding into Asean. The bank will also be ramping up its capabilities in investment banking to tap on opportunities from customers seeking out acquisitions, said Ms Wong.
She is also keen to milk more out of data analytics, having reorganised the data analytics function so that data can be better used to predict money-laundering risks, or anticipate where small and medium-sized businesses (SMEs) are seeing recovery. For example, seeing that payments are spiking up at F& B joints on Orchard Road likely suggests rising footfall in the shopping belt.
The bank continues to have " an open mind" around setting up a digital-only bank for the wholesale business, with Ms Wong pointing out that 98 per cent of the SME accounts were all set up digitally in the first half of the year, as the pandemic nudged transactions online.
It can also use data and work with partners to better handle supply-chain financing by reviewing sales receipts and having more visibility of buyers down the line, to ensure credit worthiness - though this can already be done with fintech partnerships.
A retail digital-only bank is not off the table either, though Ms Wong said that the bank is focused now on improving its digital offering on its own platform. " We have (put) so much investments in our own platform for so many years, we' re quite happy to keep doing that. If you ask me, ' Helen, would you never look at a separate bank,' I will say ' never say never' , but what we are doing at the moment is really to try to get this better."
Shares of OCBC have gained about 35 per cent over the past five years. That compares against the doubled gains at DBS, and the gains of about 40 per cent at UOB, over the same period. It also comes as the highly capitalised bank stuck to the same dividend payout in dollar terms as that for the first half of 2019, which meant a lower payout ratio than its peers.
The bank has the firepower if the right M& A opportunity comes along, though much of it will depend on how economies come out of " abnormalcy" in endemic times.
" We do want to be prudent, so that we can weather through the pandemic... (it' s) so sad to say, but it has not ended yet," said Ms Wong.
" Share price reflects whether investors like us...they buy your shares because they believe you can grow. So my focus regarding the share price will be (this): ' I want to grow the bank' ," she added. " I' m not saying we have not been doing it, but there' s certainly a lot more we can do together."

ALL the " ABCs" of banking were learned at OCBC. So recalled Helen Wong, who answered Singapore' s second-largest lender' s call to return to where she first started, writing what she sees as the " perfect last chapter" in her career as CEO of the banking group.
It was not just about checking off the credit checks, the risk analyses, and the other building blocks of the business when she started out as a management trainee at OCBC in the 1980s.
" I still remember the head of international (banking)... in the first meeting, he said, ' remember Helen, banking is about integrity' . And that word really stayed with me."
The banking career spanning more than 30 years was mostly spent at HSBC, building up the debt capital market business and managing relationships with Chinese corporates, with her last post there as CEO of HSBC' s Greater China business.
