CGSI analyst report last week TP for Sanli 51 cents. Looks like it is moving strongly just now to 31 cents. Still more upside. If it announces more contracts, it will shoot sky high towards TP.

We initiate coverage on Sanli with an Add call and target price of S$0.51, based on a 15.9x FY27 P/E multiple, 2 s.d. above its 4-year average.
 
■ We expect an 88.7% EPS CAGR over FY25-28F, supported by an outstanding order book of S$333.9m as at 15 Jul 2025.
 
■ We assume margin normalisation over FY26-28F. Upside surprise could come from potential new and larger order wins over FY26-28F.
 
Initiate coverage with Add 88.7% EPS CAGR over FY25-28F
 
Sanli Environment Ltd (Sanli), an environmental engineering group, is a local-owned pure play on Singapore&rsquo s water and waste management. It was listed on 8 Jun 2017 on the Catalist Board. We initiate coverage with an Add as we see potential EPS CAGR of 88.7% over FY25-28F, driven by order wins and profit margin normalisation. 
 
Its order book as at 15 Jul 2025 was S$333.9m. Sanli is working on securing another c.S$205m worth of orders by end-CY25F. 
 
Our TP of S$0.51 is based on FY27F P/E of 15.9x, 2 s.d. above its 4-year FY22-25F average, given its robust earnings growth backed by margin normalisation and a growing order book. Sanli&rsquo s financial year ends in March.
 
Singapore continues to spend on water management
 
The key driver backing the current strong tender opportunity for Sanli is the Singapore government&rsquo s spending on water related works. Based the Public Utilities Board&rsquo s (PUB) 2024 annual report, we gather that over 2016-23, Singapore spent more than S$1.0bn on water management p.a. Management noted that the government estimates c.S$100bn may be needed to protect the country against rising sea levels, presenting further opportunities for Sanli, it said.
 
Developing new growth businesses
 
Sanli is also trying to develop new revenue streams. Of these initiatives, we believe magnesium hydroxide slurry production has the most potential as Sanli can sell this product to existing customers for their water management and has managed to secure a new customer which uses this in scrubbers for its ships to reduce harmful gas emissions.
 
Potential M& A target
 
Given that Sanli is an established player in the local market and has certification to bid for contracts of unlimited value, we believe the company could be an attractive target for overseas conglomerates that have yet to penetrate the Singapore market. As Sanli aims for higher value contracts, our view is that management may be open to joint ventures with such players to ease the working capital burden.
