Yes, it is near impossible task unless US consumers stop spending money. US economy is driven by consumption. As such, it is very difficult for the government to cut down its debts especially the US needs to maintain large amount of military expenses.

For example, US could have reduced its annual military expenses to reduce the government debts but it can' t as it needs to remain as a super power. 

Therefore, it is a uphill task for anyone, not even Trump can do it. The trade war with China is just a political tool or politically motivated. It won' t help to reduce US' s national debts.
