DNA & antibody testing are basically for different purposes and may be complimentary in some cases.
PCR is the gold std for infectious diseases (thats what I meant by 100% .. many things could go wrong in the process like during sample taking, in the lab etc).

MOH has already been using anitbody test since quite some time ago .. to try establishing " unlinked" cases among clusters for e.g. Antiboy is not quite the right test for diagnosis (confirmation) of COVID.

If BBs come in to bang up, even 50c annot get if din get early enough. 
On the other hand if they bang down, even 42c hard to sell lah.
So still a long way to go before the show is over lah.

Not to mentioned that Vaccine is still in the early stage of Phase 1, there still a few phase to go, then create and market the product. 

This will take a long time and the best cure for now is prevention and better healthcare.

Maybe local dont believe it and use PCR testing, that because local population is small and managable. Imagine you have a country of few hundred million people.  So as a leader, having something or not having something is better ? Just my 2 cent
