OCBC Hyflux Ltd has officially launched Singapore?s second and largest reverse osmosis (SWRO) desalination plant on 18 Sep. According to management, the desalination plant is not only a showcase of its membrane technology but also strengthens Hyflux?s international track record in large-scale desalination plants, putting the company in a strong position to provide clean, affordable and sustainable water solutions to meet worldwide demand. During the Tuaspring launch, house also had a short chat with management and it appears that Hyflux is slowing but surely turning its focus back to the MENA region. But until see the award of a sizable contract from any of the above mentioned markets to replenish its order book, opt to maintain HOLD rating and $1.215 fair value.

Hyflux has signed an exclusive strategic co-operation framework agreement for the devt of the Hejiang Fobao Yulanshan Mountain Wetlands Wetlands projects in Sichuan Province, China, in collaboration with the Hejiang Country People?s Govt and Sichuan Hengxin Weiye Investment. Over a six month period, the consortium will conduct feasibility studies on the project, envisioned to be a world class ecological and environmentally friendly devt consisting of residential, commercial, recreational and tourism devts.

2Q13 results broadly in line with consensus Earnings were flat at 1% y/y of $17.5m while revenue stumbled 24.6% to $183.6m largely due to fewer expansion projects from China as a result of the weak macro environment. Despite lower revenue, gross margin improved to 42% from 33% in 2Q12 due to a 35% decline in raw materials used and lower subcontractors' cost. Construction of the Tuaspring Desalination Plant is on track, with the official opening scheduled in September 2013. However, the on-site 411MW CCGT power plant is still pending connection to the national grid, with management noting that it is still working closely with the authorities on the issue. Despite the overall economic uncertainty, management expects tendering activity to pick up in 2H13, with Hyflux in the process of preparing several bids as it repositions itself for opportunities in growth markets. Hyflux’s order book at $2.7b, comprising $792m in EPC projects and $1,939m in O& M contracts. An interim dividend of 0.7¢ declared. CS maintain NEUTRAL with TP of $1.50.

Hyflux maintains earnings despite revenue drop
In spite of a 25 per cent drop in revenue, Hyflux maintained its earnings in the second quarter, helped by effective cost management.
Net profit attributable to shareholders grew one percent from the same period last year to $17.7 million. Revenue stood at $138.3 million, down from $183.6 million a year ago.
The firm had a order book of $2.7 billion at the end of June 2013, and said at a results briefing that the industry was picking up after a few dry years.
Its Tuaspring Desalination Plant is also expected to be completed soon, with the official opening to take place in September.

OCBC maintains Hold but sees value emerging. HOuse note that Hyflux Ltd recently saw a massive correction in its share price, plunging nearly 13.1% from a high of $1.37 on 10 Jun to a low of S$1.19 on 24 Jun it was down 6.1% on 24 Jun itself, no doubt spooked by recent reports of credit tightening in the mainland. But these worries while valid – are overwrought. House believe that Hyflux should still have access to funds from overseas, and this should put the company on a better footing against local Chinese companies when it comes to bidding for projects. Nevertheless, as the market appears to be taking a more “risk off” approach, house now use a lower 20x peg (versus 22x previously) against FY13F EPS, which results in fair value easing from $1.44 to $1.30. However, value is starting to emerge, especially closer to its recent $1.19 low hence house maintain HOLD rating on the stock.
