The buyer can provide all the reasons for doing such, so you are wrong. It could also happen on the sale side. Your concern is invalid. Good luck

Because the bid was entered and withdrawn quite often.
And also at various price, sometimes up, sometimes down.
Based the the way the bid is placed, it is trying to push up the share price (my take), but no intention of buying.
It is often placed 1 or 2 bids lower than current market price.
When price is up, the Bid is shifted up as well.
When price is heading down, the Bid is shifted down as well.
Just my observation. I could be wrong.

Can you elaborate why it is considered market manipulation/distortion when the buyer is willing to buy at that price? If done, they will not be able to reject the trade & if got no money to pick up, the buyer is still able to contra over next few days. Good luck

SGX Regco should investigate the 10m shares bid. (Will not be surprised if it is in the midst of doing so).
