Based on 1H FY2021 cash and bank balances, they had RMB 144.22 million and with the net placement proceeds of S$5.8 million (RMB 28.08 million)... they should have more than S$32 million cash. 
Read the latest business operation announcement, the planting of sweet potatoes on 8,268.6mu (approximately 5,512,427.6m²) should have started and the seedlings from their own 300 mu land. Looks like FY2022 which starts from 1 April 2021 to 31 March 2022, to be good. 
The cash would be used for building new factories for the high value products, so don' t think there will be good dividends.

Sweet potatoes need time to grow... and if company is still growing, it would be good to use the cash resources to reinvest into business than to give meaningless dividends and then call for financing through rights or placement. 
Agri-tech sector should be doing well.
