I cannot be sure if they company is buying anymore distressed vessels (i hope they pick up again some really cheap ones to boost their assets) but what i am confident is the management knows they turned the tide and is looking into profits given they did a sharebuyback for the first time for last year in November. What i liked about this company is it takes care of shareholders. Depsite negative outlook for O & G last year, they issued dividends ( and they issued throughout 2015,2016 & 2017) and did a sharebuyback. Shareholders of Kim Heng should really ask themselves how many mid cap companies in the O and G does this ? The answer : Non.
Yesterday,  management shows good corporate respobsibility with annoucement to justify that the rise in price could be due to the article by SAC Capitals and Advisers and potential strategic talks from time to time. For me, 0.12 is cheap.

And one of the reason i say they will do the funding internally as they still have access to credit and i think their cash position is strong given that they did an almost 1mil (949,200 from open market) share buyback in November last year.
*This shows that the management knows the tide is turning and their upcoming results in the next few quarters will improve the share price so they bought some back first.

of course you would expect shorters to come in once theres the annoucement, but this will really be a test of the strength of the stock. 
And also the strength of those who believed and is behind the rise of the stocks. :)

By doing this , the management show that they are good. But they are also telling you that the article last november about them is true of their values and is the catalyst for their rise in share price so theres nothing wrong. Theres nothing to worry if you are a LT holder. The annoucement is probably to scare off the contras who might caused volatility to the share price. I am quite positive sgx will not query them. Whether any party wants to collect more is anybodys guess but i can say theres always a possibility of a corporate action since KH annouced that they are in talks with potential investors and clients with distressed asets from time to time just like the shrewd move in buying Swibers firesale vessel is paying off now that oil has recovered and hit new highs.
