BEIJING: China will scrap quarantine measures for overseas arrivals starting Jan 8, health authorities announced Monday (Dec 27), after nearly three years of strict pandemic border restrictions. The National Health Commission (NHC) announced the downgraded containment measures for COVID-19 in an online notice, adding that travellers would only need a polymerase chain reaction (PCR) test taken 48 hours pre-flight to enter China. ADVERTISEMENT The announcement is the latest move by Beijing to loosen its zero-COVID regime, after it abruptly dropped mandatory testing and lockdowns earlier this month. " According to the national health quarantine law, infectious disease quarantine measures will no longer be taken against inbound travellers and goods," the National Health Commission said. " People must take a PCR test in the 48 hours before arriving in China," the notice said, adding that restrictions limiting the number of international flights will also be abolished. The measures will take effect from Jan 8, when COVID-19 will be downgraded from the top tier of infectious diseases, Class A, to a second tier Class B, the NHC said in a separate notice Monday. Unlike most of the rest of the world where people have transitioned to living with the pandemic, China had until recently maintained harsh restrictions and largely sealed itself off. Since March 2020, all passengers arriving in the country had to undergo at least two weeks of mandatory centralised quarantine, later increased to three weeks. The measures heavily disrupted international tourism and business travel, further hampering the country' s COVID-battered economy. Uneven quarantine hotel conditions, harsh visa restrictions and steep flight prices caused by heavily reduced international routes also precipitated a mass exodus of expatriates from the country in recent years. But earlier this year, China slightly loosened visa restrictions, allowing direct relatives of Chinese citizens to apply for family reunion visas. An increasing number of world leaders have also visited since the Beijing Winter Olympics in February.   |

Lau, 61, said this while attending the screening of the remastered 4K version of the movie in Hong Kong on Monday. The first movie marks its 20th anniversary on Dec 12, 2022. The first film revolved around the cat-and-mouse game between undercover cop Chan Wing Yan (Tony Leung Chiu Wai) posing as a triad member, and Lau Kin Ming (Lau), a mole for the triad who is in the upper echelons of police leadership. Infernal Affairs also starred actors such as Anthony Wong, Eric Tsang and Chapman To. Lau said on Monday he plans to turn the film into a musical and hopes to make it happen soon. &ldquo I don&rsquo t have a timetable for now, but I really want to do it,&rdquo he was quoted as saying by the Hong Kong media. &ldquo I will take part in the musical, but it does not have to be the original role as I can take on other roles too.&rdquo The movie&rsquo s co-director Andrew Lau, who also attended the screening on Monday, dismissed the possibility of a sequel, saying that three episodes were sufficient for the saga. However, he is open to the original cast reuniting for a movie with a new theme, if there is a suitable script. Andrew Lau also said that Infernal Affairs could not have been made without the participation of Andy Lau, as the production budget was tight. &ldquo A blockbuster film usually shoots 40 sets, but we shot only 22 sets,&rdquo he said. &ldquo We asked (the actors) not to charge too much so that more of the budget could be spent on production.&rdquo Andy Lau said he was aware of the tight budget at that time and had cut his asking fee. &ldquo Other actors did so too,&rdquo he added. &ldquo The boss Peter Lam convinced others by saying, &rsquo Andy has lowered his fees. Can you do so too?&rsquo &rdquo The film was the box-office champion in Hong Kong in 2002, grossing more than HK$55 million. Two sequels followed in 2003. The first film also won several awards, including Best Picture, Best Director, Best Actor for Leung and Best Supporting Actor for Wong, at the Hong Kong Film Awards and Golden Horse Awards in 2003. It was remade by Hollywood into The Departed (2006), winning four awards, including Best Picture and Best Director for Martin Scorsese, at the Oscars in 2007. |

China to ease quarantine, unnecessary testing in new Covid moves   WED, DEC 07, 2022 - 11:19 AM   The home isolation concession was first introduced last week in Beijing, the capital, as centralised quarantine facilities ran out of space amid surging cases. PHOTO: BLOOMBERG CHINA is set to announce a further relaxation of Covid control measures as soon as today &mdash including allowing some infected people to home quarantine as a nationwide policy, and reining in unnecessary testing &mdash according to people familiar with the matter, as the government continues to quickly ease its zero-tolerance strategy amid growing public discontent. In one of the key changes to be announced this week, low-risk patients who test positive will be allowed to quarantine at home instead of being sent to an isolation facility, the people said, asking not to be named because they&rsquo re not authorised to speak publicly. PCR testing will also be dialled back except for high-risk groups, they said. China may also look at reducing or even scrapping the need for people to scan health codes via a smartphone app whenever they enter public places, one of the people said. The National Health Commission could not immediately be reached for comment. China&rsquo s planned changes come after major cities from Beijing to Shanghai and Shenzhen in the past two weeks rapidly wound back policies such as mass testing and broad, sweeping lockdowns that have been hallmarks of China&rsquo s punishing approach. The adherence to Covid Zero has hobbled the economy, led to unprecedented social unrest in recent weeks, and left the world&rsquo s second-largest economy increasingly isolated from the rest of the world, which has mostly moved on from the pandemic. The home isolation concession was first introduced last week in Beijing, the capital, as centralised quarantine facilities ran out of space amid surging cases. Expanding the rule nationwide so quickly represents a major shift away from a bedrock practice of the elimination strategy. When the virus first emerged in the central Chinese city of Wuhan in 2019, it was only when authorities started moving all infected people into quarantine camps that the outbreak was stamped out. It soon became a central tenet in places that managed to eliminate spread in the first phase of the pandemic, from Singapore to Australia. Reuters earlier reported that 10 new Covid easing measures would be announced this week and reopening rumours have continued to swirl among Chinese investors, sparking the best monthly rally in Hong Kong-listed Chinese stocks in November since 2003. The proposed moves also suggest the government is willing to tolerate higher case numbers to avoid more social and economic turmoil. The nation reported 24,440 cases for Tuesday (Dec 6), down from 27,164 for Monday, though that may understate the actual total given the end of mass testing drives. Infections have fallen each of the past nine days since peaking at a record 38,808 on Nov 27. The willingness to abide high case numbers is a far cry from earlier in the year when neighbourhoods or entire cities were locked down at the emergence of a single case. Shanghai endured a gruelling two-month lockdown earlier this year that confined most of the city&rsquo s 25 million people to their homes, and disrupted companies from Tesla to Sony. A more relaxed approach to the virus may also help shift public perception of Covid-19 from a serious health threat to a more commonplace illness, a crucial pivot that paves the way for China to rejoin the rest of the world in living with the virus. The fear of Covid by large parts of the Chinese public is mostly of the government&rsquo s own making, as state propaganda has painted the disease as fearsome and the West&rsquo s acceptance of it &mdash and the millions of deaths in the US and Europe &mdash as a moral failing. But as other countries have moved past the pandemic, more and more people have questioned why China is living in an alternate reality, raising pressure on the authorities. China&rsquo s adherence to Covid Zero has hit business activity, pushing down consumer and business confidence as people are stuck in a cycle of outbreaks and lockdowns. The cost of ubiquitous PCR testing has worsened the financial health of local governments, while tragic incidents blamed on Covid controls, like a fire in Xinjiang which killed 10 people, have intensified public anger. Social unrest erupted across major cities in recent weeks, ranging from hundreds on the streets shouting for President Xi Jinping to step down, to small shows of defiance as neighbours banded together to stop their housing compounds from being locked down.  |
