China Everbright Water wins $6.3 mil water supply project contract in Shandong By: Michelle Zhu 31/03/17, 05:56 pm SINGAPORE (March 31): China Everbright Water, the Bermuda-incorporated investment and operation company focusing on integrated environmental water services, has won a bid for a water supply project in Shandong Province, China, which commands a total investment of approximately RMB 3.1 billion ($6.3 million). In a Friday announcement, Everbright Water says the Ji?nan Zhangqiu Urban-Rural Integration Water Supply Project will be invested, constructed, operated and maintained by a project company to be jointly established by itself and the Public Utility Bureau of Zhangqiu District, Ji?nan City. Advertisement Everbright Water will hold an 80% equity stake in the company, which the group says will be responsible for a number of construction projects within the administrative areas of the Zhangqiu District, such as water source expansion and the construction of pipeline networks & reusable water projects, among others. The project company will also conduct asset integration and modern enterprise restructuring towards a number of facilities and companies within the district. This includes a tap-water company and four other companies 17 water plants in towns and sub-districts Xinglin Reservoir and Dazhan Reservoir that need water diversion and replenishment as well as Duozhuang pipeline network and pipelines. Additionally, during the period of construction and operation, the project company is also granted the concession by the government to construct the relevant infrastructure, provide water supply services to the general public, as well as to operate and maintain the supporting facilities. It adds that the project will be operated on multiple models including management contract (MC), build-operate-transfer (BOT) and transfer-operate-transfer (TOT) with a concession period of 30 years, including the construction period. ?Following three waste water treatment projects in the Zhangqiu District, [this] project represents a deeper and broader level of cooperation between the Company and the local government. SINGAPORE (March 28): China Everbright Water says a consortium led by the company has entered into joint venture and Public-Private Partnership (PPP) agreements for the Hubei Suizhou High-Tech Industrial Park Piaoshui and Fuhe River Basin Integrated Water Environment Restoration Public-Private Partnership Project, otherwise known as the Suizhou PPP Project.
The total investment amount for the Suizhou PPP Project is estimated to be RMB956 million ($193.6 million). The investment amount will be contributed by the project company through internal resources and external financing. Advertisement The Suizhou PPP Project will involve the investment, financing, design, construction, operation and management and maintenance of the landscape and greeneries of both banks of the Fuhe River for a concession period of 13 years, including the two-year construction period. An industrial wastewater treatment plant will also be built in Xihe County for a concession period of 25 years, including a one-year construction period, with phase I of the project designed to have a daily industrial wastewater treatment capacity of 10,000 cubic metres to comply with water quality standard not lower than the Chinese national Grade 1B standard. The project will also see a pipeline network in the Xihe County of 53 kilometres in length. This will support and be connected to the wastewater treatment plant, for a concession period of 25 years, including a one-year construction period. Finally, the project will include the landscape and water environment restoration of Piaoshui Park for a concession period of 13 years, including a three-year construction period. Apart from China Everbright, the consortium involves Hubei Shuizong Water Resources & Hydropower Construction Co. and Beijing Orient Landscape & Environment Co. The JV agreement was signed with Suizhou High-Tech Industry Investment Co. while the PPP agreement was signed with the construction bureau of the Suizhou Hi-Tech Industry Zone. Under the JV agreement, the consortium members and Suizhou High-Tech, a wholly-owned subsidiary of the Suizhou municipal government will establish a joint venture company for the purposes of investing in, and undertaking the construction, operation and maintenance in relation to the Suizhou PPP Project. China Everbright and Suizhou High-Tech will hold a 78.4% and 20% stake in the project company, with the remaining 1.6% stake to be held by the remaining consortium members. The project company will be established with a registered capital of RMB260 million ($52.7 million). During the relevant concession period for each of the sub-projects, the Construction Bureau of Suizhou Hi-Tech Industry Zone will pay to the project company service fees on an annual basis in accordance with the terms of the PPP agreement, except for the fees for the services rendered by the WWT Plant will be paid on a monthly basis. The service fees for each of the sub-projects comprise an availability payment and a performance payment, each of which is subject to specific adjustment mechanisms throughout the relevant concession period. The Suizhou PPP Project is expected to enhance long-term returns and value for shareholders of the company, says China Everbright. |

Highlights from DBS report: What&rsquo s New China Everbright Water (CEW)&rsquo s deal flow has improved recently. After securing multiple upgrading projects in Shandong and Liaoning, it won the bid for Hubei Suizhou High-tech Industrial Park PPP (public private partnership) project. Year-to-date, CEW&rsquo s total project win amount to over Rmb1.1bn in few months, compared with Rmb2.5bn in the whole of FY16. In addition, the Suizhou High-tech Indistrial Park PPP project involves landscaping and greening of Fuhe&rsquo s riverbanks, treatment of industrial waste water treatment for Xihe county and water environment restoration of Piaoshui Park. Thus, CEW has sucessfully stepped into more integrated water projects, where there is strong demand in China. We maintain our BUY rating on CEW with TP of S$0.64, based on 24x 12-month rolling adjusted PE (stripping out construction revenue). |

Accordingly, DBS Vickers Securities analyst Patricia Yeung has raised its target price to 64 cents and maintain its &ldquo buy&rdquo rating on the stock in a Monday flash note. Shares of China Everbright Water are trading at 45 cents as at Monday 11.05am. |
