problem is the daily volume super low and it need very long time to acquire from open market and they are very patient to Q and  wait for those who got no patient then   throw to them at the lower px ....

100% will delist from SGX but the management very cunning, they do not want to push up px much higer otherwise they will have to force out more cash for the remaining which they they do not own. last year they even did many rounds of share buy back aboe 42 cents ... if you already holding for sometime then give yourself somemore times ....

Pacific Century Regional Development- delisting imminent if share buybacks continue
Since our  report  highlighting PCRD&rsquo s aggressive share buybacks and suggesting that this may be a prelude to majority shareholder Richard Li potentially privatising the company, PCRD has not shown any intent to restrain its share buyback activities. In the past 9 months, the company has acquired a further 89.1 million shares, shrinking the public float to a precariously low 10.2%. We estimate that the company can only acquire and cancel a further 5.1 million shares before its trading has to be halted pending a delisting decision to be made.

To recap a point made in our update  report  on 5 May 2015: &ldquo Under the current regulatory regime, there are a few ways that PCRD' s privatisation could take place: through a general offer, a scheme of arrangement, a voluntary delisting or a forced delisting by SGX due to low free float (< 10%) coupled with an exit offer. Based on current circumstances, we see the last two as the most likely options. Both would require a reasonable exit offer to be tabled and the appointment of an independent financial adviser (" IFA" ) to opine on the fairness of the offer as stipulated in the SGX listing rules. We note that IFAs tend to benchmark fair value of a company' s shares to the market prices of its underlying assets where such values are available as in the case of PCRD. As such, we do not expect any exit offer, if it materialises, to deviate greatly from the fair value computed using this methodology in order to obtain a positive recommendation from the IFA.&rdquo
 
Figure 4.  PCRD&rsquo s key underlying assets, HKT and PCCW, are up 6.9% and 3.5% respectively in the last 3 months and has held up well vs HSI, which declined 17% over the same period.
As at 22 January 2016, PCRD&rsquo s stakes in PCCW and HKT, both of which shares have held up well despite the recent market turmoil, is worth a total of S$0.61 per share. While it remains to be seen if the &ldquo reasonable&rdquo offer by Richard Li comes close to matching the market value of PCRD&rsquo s underlying assets in the event the mandatory delisting and exit offer is triggered, we believe that that any IFA appointed will use this as a benchmark to base its recommendation on. Richard Li would thus find it hard to justify offering an amount that is significantly less. With the shares trading at $0.37 as at 22 January 2016, we believe PCRD still has significant upside.

If you want me to analyze the insides of the inside, I can easily do so with the analogy of :  The story of a very rich King and his 2 very capable sons But I ain' t   going to do that, cos that would be too personal.  I just learnt from a wise saying : the best business in the world is to mind your own business Thus for me, my own business as a vested investor in PCRD is to get a fair value from my investment, that' s all.

It infuriates investors when during bullish ups in both HK and Singapore, PCRD Pacific Century who owns substantial stakes in both PCCW (the crown jewel in HK telco market) and HKT got " a bit dramatically slammed and " pressed down" "   to not really justify its value to its shareholders.  See below. When did PCCW start its Scrip Option for its dividends payments ?  And when did PCRD start buying Shares Back in " full force" from SGX open market purchases even utilizing 100% of its 1st 10% allocation . Now the 2nd 10% PCRD already utilizes more than 3% and about 6.5% to go (more than enough to grab 3% of total listed shares here in Singapore with this super cheap price of $0.385 . What a steal ! )  PCRD, I reckon, needs less than 2% to cross the 90% to trigger The Privatization of PCRD . Their intentions and objectives are clear. I would not want to state the obvious here.  I just hope a fair Offer to be offered to the remaining shareholders of PCRD if they really want to take it private. If my business idol Mr LKS can offer a wonderful deal to the difficult counterpart across the other Continent, please be fair to your supportive and nicer neighbor here in Asia.  Then business history books shall have better stories to tell to the next next generations.

It does not make sense for them to bid for the CPF Building (PCRD eventually lost out to Ascendas) and yet with the intention to take the company private. If PCRD has won the tender, PCRD stock price will have risen and the privatisation price will have been much higher. | ||||||||||||||

Day by day the number of PCRD stock in the market is shrinking and getting ever so close to the 90% free float threshold for delisting. Anyway if I am not wrong, even if the 90% free float threshold is breached, the main shareholder Richard Li has some time (I think is 90 days) to place out shares to keep the free float and liating status. | ||||||||||||||

I sold 50 lots today at 0.43. I collect them at 0.3, then 0.46 in June and 0.44 recently because I feel they will collect 90% and delisting pcrt. This is based on Richard Li is a good chairman and show a little mercy to minorities. But maybe I am wrong. Without support from company buying back, the price drops slowly. At last, they will delisting and pay us based on one or two month average price., probably with a little premium.NOL and TIGERAIR are examples. Nobody cares about minorities' interests. | ||||||||||||||
