 Alert Admin 		Most tourists to SG are tour groups fm China and India.  And they' re mainly part of the package to Vietnam/Thailand./Malaysia/SG.
They stay only 2 days visiting mainly Orchard and Marina Bay attractions using their tour coach. 
No need for them to take public transport.

Interesting. The numbers seems to be rather stable throughout the year. Either tourists don' t take the subway or there are tourists taking subways all year round or that seasonal school holiday tourists usually have their own private transport arrangements. Last year tourist numbers hit 19.1mil.
