Thursday, March 4 4:15 p.m. Singapore?s Ministry of Foreign Affairs has urged its citizens currently in Myanmar to ?consider leaving as soon as they can by commercial means while it is still possible to do so.? In a statement, a spokesperson warns against all travel to the country ?in view of the rapidly escalating clashes between protesters and the Myanmar security forces and increasing number of civilian casualties.? Singaporean nationals who choose to stay in Myanmar ?are strongly advised to remain indoors as far as possible and avoid unnecessary travel,? and to register with the ministry online in case of emergencies. Singapore is the top source of foreign investment into Myanmar, according to the governments of both countries. 2:06 p.m. Three policemen have fled to India?s northeastern state of Mizoram and are seeking shelter in the country, according to Reuters, which cited an Indian police official. ?What they said is they got instructions from the military that they cannot obey so they have run away,? said Stephen Lalrinawma, police superintendent of Mizoram?s Serchhip district. |

Myanmar?s military says it is ready to withstand sanctions and isolation after its Feb. 1 coup, a top United Nations official said on Wednesday as she urged countries to ?take very strong measures? to restore democracy in the Southeast Asian nation. U.N. special envoy on Myanmar, Christine Schraner Burgener, said 38 people died on Wednesday ? the most violent day since the coup ? as the military quelled protests. Schraner Burgener is due to brief the U.N. Security Council on Friday. Myanmar has been in chaos since the army seized power and detained elected government leader Aung San Suu Kyi and much of her National League for Democracy (NLD) leadership. The NLD won an election in November in a landslide, which the military said was fraudulent. The election commission said the vote was fair. Schraner Burgener said that in conversations with Myanmar?s deputy military chief Soe Win, she had warned him that the military was likely to face strong measures from some countries and isolation in retaliation for the coup. ?The answer was: ?We are used to sanctions, and we survived?,? she told reporters in New York. ?When I also warned they will go in an isolation, the answer was: ?We have to learn to walk with only few friends?.? Western countries, including the United States, Britain, Canada and the European Union, have implemented or are considering targeted sanctions to squeeze the military and its business allies. The 15-member U.N. Security Council has voiced concern over the state of emergency, but stopped short of condemning the coup last month because of opposition by Russia and China, who view the developments as internal affairs of Myanmar. Any action by the council beyond a statement is unlikely, diplomats say. ?I hope that they recognize that it?s not only an internal affair, it hits the stability of the region,? Schraner Burgener said of China and Russia. She said Soe Win told her that ?after a year they want to have another election.? Schraner Burgener last spoke with him on Feb. 15 and is now communicating with the military in writing. ?Clearly, in my view, the tactic was now to investigate NLD people to put them in prison,? she said. ?At the end the NLD will be banned and then they have a new election, where they want to win, and then that they can continue to be in power.? Schraner Burgener said she believes the military is ?very surprised? by the protests against the coup. ?Today we have young people who lived in freedom for 10 years, they have social media, and they are well organized and very determined,? she said. ?They don?t want to go back in a dictatorship and in isolation.? |

A common enemy is the best way to unite disparate factions - that may be the silver lining from this crisis The Tatmadaw must pay for its audacity and violence - why should it exists if it harms Myanmar citizens? Philipp Annawitt worked as an adviser to Myanmar' s Parliaments for the UN Development Program from 2015-2020. He now lives in Tunisia and continues to advise the Ministry of Planning, Finance and Industry. Since Feb. 1 coup, in which Myanmar' s senior generals toppled and arrested the leadership of the country' s civilian National League for Democracy government, a civil disobedience movement erupted in response. Growing steadily, it has brought hundreds of thousands of people to the streets on a daily basis. This Generation Z-led movement cuts across Myanmar' s social and ethnic spectrum. Protests have hit the civil service and banking sectors  and crippled public transport. The junta has lost control of administration and yet remains wary about escalating the situation. It has instead engaged in a campaign of psychological warfare designed to undermine the mobilization and coordination of protests, continued to arrest NLD and resistance leaders, placed further limits on civil rights, muzzled the media and disrupted social networks. The civil disobedience movement will not continue forever. Myanmar is a poor country badly hit by COVID-19, and most people can ill afford to miss a paycheck. The junta clearly believes it can ride these protests out. In the immediate aftermath of the coup, the NLD was reeling. Some MPs formed a committee representing the national parliament, but failed to elect a leader. Now that the junta has issued arrest warrants for committee members, forcing them into hiding, the committee has begun putting together a shadow government. It will need to bring on Myanmar' s broad ethnic minorities. These ethnic minorities are the X Factor that will decide the fate of this coup. One of the most diverse countries in the world with over 130 recognized ethnic groups, Myanmar' s majority Burmans dominate the military and the NLD, living predominantly in the Burmese heartland regions  along the Irrawaddy River. The ethnic minorities live mostly in the ethnic states  in the country' s borderlands. In all these states, ethnic political parties are active, with ethnic armed organizations still fighting the Tatmadaw, the official name of Myanmar' s armed forces, for increased autonomy. Many hold pockets of territory that are beyond the reach of the central government. The junta and the NLD both need the support of ethnic minority political actors. The junta has enlisted the strongest political party in Rakhine State in the west of the country and the biggest ethnic party in Eastern Mon State. In the north, ethnic armed organizations mostly supported by China are staying above the fray. The NLD will turn to the east, home to the most outspoken ethnic minority opponents of the coup -- Karen, Mon, Karenni and Shan  groups. Early on, ethnic minority civil society organizations have called for all people of Myanmar to unite against the coup. A group of 10 ethnic armed organizations then announced they would assist the protesters " in any way they can." A leading figure in one ethnic armed organization spelled out to me exactly what that means: they are currently weighing under what conditions to return to armed struggle against the junta. The NLD has announced the formation of local-level administrative bodies to fill the vacuum a weak junta cannot. Two general strike committees with labor union and civil service representatives and ethnic political representatives have also formed to support a general strike. Though these structures are not yet fully coordinated, think of them as a proto-government that will soon include ethnic political parties. " It will be key for the NLD to convene a unity government unifying the civil disobedience movement and ethnic minority actors before the protests fizzle out," Maw Tun Aung from the Shan Nationalities League for Democracy, the biggest ethnic minority party in Myanmar, told me. As soon as the new unity government is formed, the junta will go after it hard. The unity government will be able to survive for a short time underground, but sooner or later, it will need to repair to a place beyond the reach of the military -- possibly in Myanmar' s southeast. The NLD is coming to this realization and is reaching out to ethnic armed actors. As one member of a powerful ethnic armed organization active in the southeast told me: " We oppose the coup and are willing to cooperate, but not just to put the NLD back in power." The NLD will have to make far-reaching concessions to its prospective ethnic allies to bring them into the government. That means true federalism, increased resource-sharing and bottom-up constitution-building. A coordinated show of force of mass street protests, mobilization of powerful ethnic political and military actors, international pressure, and targeted sanctions by a fledgling coalition of nations including Japan, India, the U.S., the U.K., the EU  and Australia  joined by some members of the 10-nation Association of Southeast Asian Nations such as Singapore  may yet push the junta toward a peaceful exit,  or convince other military officers to toss them out. The window for international intervention is widening. But the negotiations will not be easy as the positions on the ground are hardening. " We cannot negotiate with those people who commit crimes against humanity. This is not only us, NLD. Most of the citizens of Burma would not accept negotiations with the junta," Phyo Zeya Thaw, member of the NLD Central Committee, explained. Maybe the military leadership can indeed be convinced to toss out the junta. Failing some sort of negotiated exit, Myanmar will likely slip into a long, arduous and violent struggle for democracy.

Wednesday, March 3 3:10 p.m. The death toll from today?s violence has now risen to four, according to Reuters, including a protester reported killed in the central town of Myingyan. The news agency speaks by telephone to witness Moe Myint Hein, 25, who reports being wounded in the leg and says: ?They opened fire on us with live bullets. One was killed, he?s young, a teenage boy, shot in the head.? 2:50 p.m. On top of the two deaths in Mandalay reported earlier, Reuters says one person has been killed and several wounded at a protest in Yangon, citing witnesses. 2:25 p.m. Two demonstrators were killed Wednesday at an anti-coup protest in Myanmar?s second-largest city of Mandalay, Reuters reports, citing a witness and multiple local media reports. Both died from gunshot wounds, according to the witness, who saw the bodies. 1:10 p.m. A journalist for independent media outlet Democratic Voice of Burma, Min Nyo, is the latest to be caught up in the authorities? crackdown on the media. Relatives have told reporters that he was arrested and beaten. His detention comes the same day the Foreign Correspondents Club of Thailand condemned the military authorities? treatment of the press. 12:30 p.m. The Foreign Correspondents Club of Thailand has issued a statement on the junta?s detentions and prosecutions of journalists. It notes that at least 25 reporters have been arrested on the job since the coup, some of them beaten, and that at least eight remain in custody facing charges. The statement goes on to say that colleagues in Myanmar have shown ?great courage and ingenuity? in presenting a fuller picture of the situation than was possible in the past. It concludes by calling on the junta to release detained reporters and drop all charges against them. |
